On July 17th, the National Development and Reform Commission released the "Action Plan for Cooperative Development of Artificial Intelligence", the full text of which is as follows:
1、 High quality data supply action
Promote cross-border data flow, establish and operate trusted cross-border data spaces in some fields, and promote efficient, convenient, and secure cross-border data flow. Collaborate to build high-quality corpora and industry-specific datasets, promote the co construction and sharing of multilingual corpora, and lay a solid foundation for global artificial intelligence innovation.
2、 Intelligent computing power inclusive action
Promote the connectivity of intelligent computing facilities. Provide inclusive intelligent computing services to developing countries. Jointly build green energy driven infrastructure, promote the green and low-carbon development of intelligent computing facilities, and provide computing power support for the sustainable development of global artificial intelligence.
3、 Open Source Ecological Sharing Action
Encourage the co construction of an international open source community for artificial intelligence, carry out international exchanges and cooperation in the open source community, and promote the sharing of common large-scale models, basic algorithms, and tool components. Collaborate to develop an open-source compliance system and security guidelines. Support countries to carry out localized innovation based on open source models, and build a global AI open source ecosystem that is open, shared, secure, orderly, and collaborative in governance.
4、 AI deeply empowers action
Deepen the cooperation of "Artificial Intelligence+", build a cross-border industrial cooperation platform, support the construction of digital intelligence capabilities for developing countries, promote the standardized application and innovative development of intelligent agents, promote the application and empowerment of artificial intelligence in science, manufacturing, healthcare, education, agriculture, governance and other fields, and use artificial intelligence to promote economic development, improve social governance and enhance people's well-being.
5、 Joint Education Action for Smart Talents
Establish a joint training mechanism for top-notch digital talents and promote international cooperation among universities, research institutions, and enterprises. Collaborate to develop professional standards and skill certification systems, providing diversified and versatile talent support for the global development of artificial intelligence. Enhance the artificial intelligence literacy of the general public, while paying attention to and safeguarding the rights and interests of vulnerable groups. Jointly addressing the impact of rapid development of artificial intelligence on employment.
6、 Rule and standard co construction action
Co build an artificial intelligence standard specification system and promote the revision of international standards. Collaborative construction of standard docking and coordination mechanism to promote inclusiveness and interoperability of the standard system. Strengthen the coordination and integration of artificial intelligence development strategies, governance rules, and technical standards.
7、 Collaborative Action on Security Governance
Jointly establish an artificial intelligence security governance mechanism, strengthen the sharing of network security threat information and emergency response cooperation, and prevent the misuse and abuse of artificial intelligence technology. Research to enhance the interpretability, transparency, and security of artificial intelligence, strengthen AI data governance, and create a favorable environment for global AI development. Advocate for the establishment of an open platform, sharing best practices, and promoting international cooperation in artificial intelligence security governance on a global scale.
8、 Artificial Intelligence for Good Action
Adhere to the ethical principles of maintaining openness, transparency, protecting privacy and security, and ensuring controllability and trustworthiness in artificial intelligence technology, and jointly build an ethical code system for artificial intelligence. Implement the concept of people-oriented and intelligent goodness, and promote the construction of a more warm intelligent society. Eliminate racism, discrimination, and other forms of algorithmic bias to ensure fairness and non discrimination.
