On July 10th, the National Energy Administration issued the "Action Plan for Energy Conservation and Carbon Reduction in the Energy Sector (2026-2028)"
1、 Overall requirements
By 2028, the proportion of non fossil energy consumption is expected to increase by approximately 1 percentage point annually; Reasonably control the coal consumption of coal-fired power units and strive to increase the proportion of coal-fired power production capacity to the current energy efficiency benchmark level by 15 percentage points; Build a batch of zero carbon and low-carbon coal mining areas and oil areas; Supporting the construction of a number of zero carbon parks, significant progress has been made in energy conservation and carbon reduction in key industries, and the level of green energy consumption continues to improve.
2、 Deeply promote energy conservation and carbon reduction in the power system
(1) Vigorously promote energy conservation and carbon reduction in thermal power plants. Safely and orderly shut down a batch of 300000 kilowatt and below coal-fired power units that meet the conditions, and encourage the construction of alternative units according to the requirements of the new generation of coal-fired power; Promote the implementation of a batch of 600000 kilowatt coal-fired power units for ultra (super) critical cross generation upgrading and transformation.
(2) Give full play to the role of optimizing the allocation of green resources in transmission channels. Scientifically optimize the layout of national power flow, and orderly promote the planning and construction of clean energy bases such as the "Shage Desert" and the integration of water, wind, and solar energy, as well as cross provincial and cross regional transmission channels.
(3) Expand the space for new energy consumption. Vigorously develop new energy storage, explore long-term energy storage applications, increase the scale of inter provincial new energy mutual aid transactions, and continuously increase the proportion of new energy generation.
3、 Strengthening energy conservation and carbon reduction in the coal production and supply chain
(4) Promote clean and efficient development and production of coal. Strengthen the requirements for energy conservation and carbon reduction in coal mine project construction, promote the application of intelligent equipment and advanced mining technology.
(5) Promote coal washing to improve quality and efficiency. Newly built, renovated, and expanded coal mine projects should be equipped with corresponding scale coal preparation facilities. Newly built coal preparation plants should be constructed according to intelligent standards and reach the benchmark level of key areas of clean and efficient utilization of coal.
(6) Improve the comprehensive recycling level of coal resources. Actively promote the ecological utilization of resources such as coal gangue and coal slurry, and prioritize their use in power generation, chemical production, and other fields.
4、 Deepen energy conservation and carbon reduction in the production and processing of oil and gas
(7) Promote low-carbon energy consumption in the process of oil and gas production and supply. Promote the "oil to electricity" and "gas to electricity" conversion of driving equipment for oil and gas pipelines. Give play to the advantages of CCUS in the whole industry chain of oil and gas industry, and arrange carbon dioxide oil displacement and storage projects in Ordos, Bohai Bay, Junggar and the Pearl River Mouth basins.
(8) Optimize the structure of the refining and coal to oil and gas industries. The refining industry insists on capacity reduction and replacement, and the energy efficiency of newly built refineries should reach the benchmark level. Strengthen coal to oil and gas production capacity and technological reserves, improve conversion efficiency, and promote energy consumption and carbon emissions per unit product to reach or exceed industry advanced values.
(9) Accelerate the upgrading and transformation of the refining and coal to oil and gas industries. Orderly promote the replacement of steam turbine drive with electric drive system. Promote the deep integration of coal to oil and gas, refining industry, and new energy, encourage related projects to carry out large-scale substitution of green electricity and green hydrogen, and gradually reduce the use of fossil fuels for hydrogen production. Carry out large-scale application of CCUS.
5、 Vigorously promote the substitution of non fossil energy for fossil energy on the consumer side
(10) Accelerate the transformation of industrial energy supply models. Strengthen the development and utilization of renewable energy in industrial parks and surrounding areas, support large-scale chemical parks to explore the use of nuclear energy for heating and steam supply, and support the construction of zero carbon parks and factories.
(11) Promote clean energy consumption in transportation. Support the integrated planning and development of transportation and energy facilities, fully utilize spaces such as railways, highways, hub stations, and surrounding areas along the line, and develop and utilize renewable energy such as wind power and photovoltaics.
(12) Improve the level of energy conservation and carbon reduction in buildings and rural areas. Pilot promotion of integrated design and construction of building photovoltaics, supporting energy-saving and carbon reduction renovation of existing buildings.
(13) Promote the green and low-carbon transformation of thermal systems. Develop technologies such as wind and solar heating, geothermal energy, biomass heating, nuclear heating, and waste heat resource utilization according to local conditions, and promote the complementary and efficient utilization of multiple heat sources.
(14) Promote the coordinated development of green electricity and emerging industries. Promote the coordinated planning and construction of new energy bases and computing power facilities.
6、 Strengthen innovation in energy-saving and carbon reduction technologies
(15) Strengthen the research and promotion of energy-saving and carbon reduction technology and equipment. Strengthen the research and development of energy-saving energy equipment, and improve the energy efficiency level of energy extraction, conversion, storage, and transportation equipment throughout the entire process.
(16) Strengthen digital intelligence empowerment. We will deepen the digital and intelligent transformation of various links in energy production, supply, storage, and sales, support enterprises in building digital carbon management platforms, promote accurate energy consumption measurement, real-time collection, and intelligent analysis, and achieve online monitoring, accounting, and flexible regulation of energy consumption and carbon emissions.
(17) Carry out research and development of cutting-edge low-carbon, zero carbon, and negative carbon technologies. Focusing on key areas such as clean and efficient utilization of fossil fuels and large-scale utilization of renewable energy, we will increase forward-looking and strategic efforts in major cutting-edge scientific and technological breakthroughs, accelerate breakthroughs in key technologies such as supercritical carbon dioxide power generation and CCUS, tackle key technologies for flexible and efficient hydrogen production from wind and solar power, and scale safe hydrogen storage, and break through core technologies such as green hydrogen synthesis catalysis, low-carbon synthesis processes, and long-distance storage and transportation.
7、 Establish sound policies and mechanisms for energy conservation and carbon reduction
(18) Strengthen the management of carbon emission statistics and accounting. Organize carbon emission statistics and accounting around coal mining and washing, oil and gas exploration and development, transportation and storage, power production, distribution and storage, hydrogen energy production and storage, refining, coal to fuel and other fields and links, gradually improve and form a regular statistical accounting mechanism, accelerate the development of carbon footprint standards and factor research for basic energy and other products.
(19) Improve the mechanism for promoting green energy consumption. Establish a low proportion target system for renewable energy consumption, improve the weight system for the responsibility of renewable energy electricity consumption, and strengthen the responsibility of renewable energy consumption in key energy consuming industries and all parties involved in consumption.
(20) Establish a sound market mechanism to promote energy conservation and carbon reduction. Improve the national unified electricity market system, fully utilize the differences in electricity supply and demand periods and regulation capabilities among provinces and regions, and promote the consumption of clean energy on a larger scale.
8、 Ensure implementation
Coordinate the utilization of various investments, support the construction of energy-saving and carbon reduction projects in the energy sector that meet the conditions, and promote the upgrading of relevant energy supply and consumption equipment. The National Energy Administration will establish a key project library for energy conservation and carbon reduction in the energy sector with relevant departments, continuously track project construction, strengthen policy implementation supervision, and promote deeper green and low-carbon transformation in more fields.
